FEA–DoDEA Collective Bargaining Agreement

The 2023–2028 FEA/DoDDS Collective Bargaining Agreement, effective August 1, 2023, sets the terms of employment for Overseas members, including pay, benefits, and workplace protections.
Published: September 23, 2025

The current negotiated agreement between FEA and DoDDS was reached in 2023 and took effect on August 1, 2023, remaining in force through 2028. This agreement is the product of extensive bargaining between FEA and DoDEA management and sets the terms and conditions of employment for Overseas bargaining unit members, including salaries, benefits, work hours, grievance procedures, and workplace protections.

The contract is a legally binding document that ensures educators’ voices are respected and their rights protected, while also supporting the quality learning environments our students deserve.
