DoDDS Excess Placement Info for 2020

DoDEA sent out the following information to educators in Europe and the Pacific on January 21, 2020:

Permanent DoDDS educators that have been declared excess and are not placed in the District Excess Placement Program must submit an online application for placement consideration in the Excess Placement Program Module. Excess Educators can apply to the online application before they receive a district placement notice, if placed in your current district your online application will be withdrawn. Educators will be placed according to the procedures listed in the attached document "Placement of FEA Excessed Employees and Timeline".

Excess educators can access the Excess Placement Program Module at this time by clicking on the link below. Applications must be submitted by 5:00 p.m. Eastern Daylight Time (EDT) on Tuesday, February 4, 2020. Application changes may be made any time before the February 4, 2020 application deadline. After the closing date of the application, no changes will be permitted.

Educators in the Europe South District are not eligible to apply to the online Excess Placement Program Module. Instructions will be provided soon on a paper application process.

From the January 15 2020 FEA President's Report


January 15 is the date by which employees in Overseas schools are to be notified whether they have been declared excess for next school year.

Those who are declared excess will be able to access DoDEA's database on January 21 and submit their preferences for placement. Placements will take place in four phases:

  1. Within employee's current District
  2. Within employee's current Area
  3. Worldwide
  4. Utilizing NTE positions in same order (District, Area, Worldwide)

Eligible excess employees may use the DoDEA system to list their preferred teaching categories and geographic locations for consideration.

Ask your building representative for information on accessing the DoDEA application database if you are declared excess or have other questions about procedure. You can also view the excess procedure published by DoDEA and find FEA's flow-chart explaining the Excess process.

Placements will begin at the district level between January 21 and 28, then move to DoDEA Headquarters for Area and Worldwide placement and placements using NTE positions.

Notifications of placement are scheduled to begin going out around February 10.
