Federal Service Impasses Panel takes Jurisdiction of MLA Negotiations -- The Federal Service Impasses Panel has asserted jurisdiction over all disputed issues involving contract negotiations of the FEA SR MLA. To resolve these disputes the Panel has designated using an Informal Conference to be conducted by a panel member. FEA SR will be able to present our proposals to the panel member. During this process, FEA SR will explore opportunities for settlement. However, throughout the bargaining process, the agency has yet to demonstrate a good faith effort to reach a bilateral resolution of the disputed provisions.
Hurricane Florence and Typhoon Mangkhut -- Fort Bragg, Camp Lejeune, Laurel Bay and Guam recently suffered damage due to Hurricane Florence and Typhoon Mangkhut. Fort Bragg, Camp Lejeune and Laurel Bay were evacuated. Members are now returning to school. Some schools were damaged and are in poor condition. Please keep our members and students in your thoughts as they return to both their homes and schools.
FLES -- DoDEA management has made the poor decision to eliminate Foreign Language in the Elementary School at the end of this school year. Why would DoDEA take away FLES when it has so many benefits for young children? Does DoDEA leadership not want military connected children exposed to diversity, language and culture? In a country that gets more diverse every day, why would DoDEA take away a program that supports our growing diversity as a nation? These are just some of the questions we have asked DoDEA HQ. As of this writing DoDEA has failed to respond.
K-5 Curriculum Overload -- We continue to hear that DoDEA has overloaded our K-5 teachers with multiple curricular initiatives. Elementary teachers have implemented mathematics, ELA, and Science all within three years. FEA SR continues to share members' concerns about this curriculum overload with DoDEA HQ. DoDEA often provides excuses and does not understand the impact of poor implementation and training. FEA SR will continue to advocate for what is best or students and educators.
Fall Area Council -- The Area Council will meet in Nashville Tennessee on October 11-13. Please contact your local president if you are interested in attending. If you live in the area please feel free to attend on Saturday. We will provide information that is valuable to all members.
Red for Respect -- Educators are wearing RED for RESPECT. We will continue to show our solidarity wearing RED. Students are also joining in on their own initiative wearing RED, supporting educators as they show unity fighting for the RESPECT they deserve from DoDEA management.
Know Your Rights -- MLA - Article 6 Section 8 2b--Association Rights -- Local School District and School Building Level Committees
(1) The Association shall be entitled to select an Association representative to be a member of each local school district and school building level group or committee that is composed of Agency representative(s) and bargaining unit member(s) and that discusses personnel policies, practices, and/or working conditions. The Association representative will be in a paid duty status while working on committee activities, when such activities are required and approved by the Agency, regardless of the time of day or time of year that the committee works. The Association representative will be paid at his/her earned hourly rate. Travel expenses, including per diem, will be paid in accordance with the JTR.
(2) The Association shall also be entitled to nominate committee member(s) who are to come from the bargaining unit. Such bargaining unit member(s) will be in a paid duty status while working on committee activities, when the activities are required and approved by the Agency, regardless of the time of day or time of the year that the committee works. Bargaining unit members will be paid at their earned hourly rate. Travel expenses, including per diem, will be paid in accordance with the JTR.
MLA Certified -The MLA remains in full force and effect until a new agreement is legally implemented. An update about the status of contract bargaining can be found at feaonline.org.
