BEN HUNTER - FEA SR General Counsel

Lack of Substitutes and Vacant Positions -- DoDEA has failed to recruit and hire enough substitute teachers for our schools. Instruction is being impacted due to the lack of substitutes. FEA SR has brought this problem to DoDEA's attention over the past two years. DoDEA says they have a task force working on ways to resolve this problem. However, our schools seem to be shorter on substitutes than ever before. The DoDEA mission is to Engage, Educate and Empower each student to succeed in a dynamic world. DoDEA Headquarters is hampering it's own mission. When classes have to be split or specialists are pulled from students to substitute all students suffer. DoDEA must do a better job of filling positions and hiring substitutes. If your school is affected by this substitute shortage or still has unfilled positions, please let your local president know and we will continue to press DoDEA to do what is right to recruit and hire substitutes in a more effective way.

NEA Educational Support Professionals Training -- Donelle Pistorino, President of the Lejeune Educational Support Association and Chasity Reynolds, President of the Fort Campbell Non-Certified Education Association have been selected as trainers at the NEA ESP Conference. Donelle and Chasity will train other educators on how to "Arm Yourself with Accommodations." This professional learning experience will help participants understand why accommodations are developed for students. Members will be provided examples of accommodations, participate in hands on activities and discussion about the why and how accommodations are made. Real life examples and scenarios will be provided. Participants will come away from the workshop with a toolkit that will enable them be ready to help students be more successful in the classroom. Congratulations to Donelle and Chasity for writing the proposal for this workshop and being selected by NEA as trainers!

DPMAP (New Performance System) Certified -- The Federal Services Impasse Panel recently ordered a decision over the certified Defense Performance Management and Appraisal Program. FEA SR and the agency were at a bargaining impasse. The panel made a decision over the impasses and has ordered the parties to execute an MOU. An MOU will be shared when it is finalized.

Certification -- Per the MLA and DoDEA certification regulations management must inform certified employees that certification will expire a year from the expiration date. We have recently seen an increase in adverse actions over certification issues. Please make sure you keep your DoDEA certificate renewed and valid.

Red for Respect -- Educators continue wearing RED for RESPECT. We will show our solidarity by wearing RED. All educators deserve RESPECT.

Know Your Rights -- MLA - Article 17 Section 2 Certification and Recertification

a The Agency shall determine the requirements for certification and recertification for all unit employees.

b All employees are required to be certified at the time of hiring and recertified as appropriate. The Agency may elect to hire or place employees without proper certification, but this decision is nongrievable.

c The Agency shall require proof from all unit employees that they are in possession of a current, valid certificate. The Agency may initiate appropriate corrective action, including removal, when unit employees fail to meet certification requirements.

d The Agency will give the employee twelve (12) months advance written notification of recertification requirements. Such notification shall also advise employees that if recertification requirements are not accomplished in the stated time frame, they may be subject to removal.

MLA Certified -The MLA remains in full force and effect until a new agreement is legally implemented. An update about the status of contract bargaining can be found at
