ONLINE SUMMER SCHOOL MOU -- The MOU for the implementation of the 2012 DoDDS Online Summer High School program has been signed and posted to (follow the link for MOUs affecting the DoDDS contract). The MOU governing the DDESS Online Summer High School program is also available at (follow the link for DDESS MOUs). This MOU outlines the guidelines for those interested in teaching online this summer to DoDEA students who need additional credits.

LEGAL UPDATES -- FEA's Legal Department has been working on a number of legal issues and will be sending out an information paper soon. Please check for that information. It will also be sent out via our listserv (

ESL TRAINING -- FEA just received notice that ESL teachers will NOT be receiving any training this school year on the new standards or the new assessment. Last April, DoDEA Headquarters announced their plan to train ESL over the summer on computers through "window periods." FEA immediately surveyed teachers and invoked bargaining. In spite of repeated efforts to meet, DoDEA would not move on the request for face-to-face training for ESL teachers prior to the end of this school year. After several appeals to Ms. Fitzgerald, a meeting was set up for May 23. Ms. Fitzgerald told the DoDEA Headquarters staff to implement training as quickly as possible in DoDDS where face-to-face training could be done (for example Okinawa, Kaiserslautern, Wiesbaden). A week after that directive, there was no action being taken. When FEA contacted Headquarters, we were told that Headquarters (who received a directive from Ms. Fitzgerald) could not act because Ms. Fitzgerald had not approved "cost estimates." So now, with no time left for any training on the new standards or new assessment, no face-to-face training will be given to ESL teachers this school year. FEA will continue to negotiate this issue with Headquarters. We are very disappointed in the process.

SUMMER BREAK -- Again, have a great summer and enjoy a well-deserved vacation. FEA will continue to work on a number of bargaining issues throughout summer.
