TRANSFER PROGRAM -- The situation with the transfer program is essentially unchanged since before DoDDS went on spring break: FEA continues to push DoDDS to fund additional transfers, but so far there has been no movement from the Pentagon on funding requests.

At this point, we are not expecting any additional moves for applicants from Groups A+, A, or B. Whether any transfer placements can be made for applicants in Groups D or F will depend upon whether funds will become available. Our frank assessment at this time is that there will be few if any placements from Groups D or F, but we will continue pressing for more funding in hopes of improving that situation.

One point I do wish to make clear, since we have understandably received numerous complaints about it, is that the transfer program was already underway before FEA was notified that back-fill positions would not be used in Round 1. We are obviously not happy about this situation but DoDDS has not been moved by any of our arguments.

SUMMER ENRICHMENT -- FEA and DoDDS have signed the MOU governing this year's summer enrichment offerings. The MOU can be found at www.feaonline.org/mous.htm (login required). FEA's Stateside Region is still negotiating the DDESS version of the summer enrichment MOU at this time.

PLTs/PLCs -- An MOU on Professional Learning Teams and Professional Learning Communities has been signed and is also now available at www.feaonline.org/mous.htm. FEA is working to ensure that Professional Learning Teams and Communities are research based and a positive component in professional development. PTLs are to be voluntary, should form at the school (educator) level, and are not to be a top down, one-size-fits-all approach to growth. It is those educators at the building level who best know the needs. This MOU encourages meaningful networking with release time when fiscally possible. DODDS SALARIES -- As most of you outside of DDESS surely know, the DoDDS side of the house is currently under the two-year salary freeze affecting most federal employees. Because of this, there will be no change to the current DoDDS salary schedule and no retroactive salary adjustment this spring. Those of you who are due an increase in pay because you are moving to a new salary step will still receive that increase for next school year.

BULLYING -- The topic of school bullying and the importance of ending it are receiving a great deal of attention recently. NEA has a long history in the effort to end bullying. You can find numerous anti-bullying resources at NEA's Bully Free Schools Page, including details of NEA's "Bully Free, It Starts With Me" campaign. Information on this program was also featured in the December 2011 issue of the FEA Journal.
