PRESIDENTIAL APPOINTMENT -- FEA wishes to congratulate our Executive Director/General Counsel H.T. Nguyen for being appointed by President Barack Obama to the National Council on Federal Labor-Management Relations. The Council was created by President Obama to meet periodically in order to advise him on labor-management issues within the Executive branch -- so don't worry, H.T. is NOT leaving FEA! In his appointment, H.T. is one of nine individuals from federal employee professional associations named to the council last week. A number of administration officials, including Deputy Secretary of Defense William J. Lynn also serve on the body. Congratulations H.T.!

TRANSFER PROGRAM -- Round 1 of the DoDDS School Year 2010-2011 Transfer Program is scheduled to begin next Monday, March 8. Those who applied prior to the extended February 24 deadline now have until 5 p.m. Eastern Time on this Wednesday, March 3, to make any amendments to your applications. The list of vacancies for the transfer round was posted on February 26 and is available at Please note that the vacancy list MAY be updated prior to the March 3 amendment deadline if additional vacancies are received by HQ. Please check the list later today and tomorrow for possible updates (if any).

TRANSFER APPLICATION NUMBERS -- Here are the number of transfer applications, per group, submitted for this year's program. These numbers may decrease if additional applicants withdraw.

SAME SEX MOU -- Last week, FEA and DoDEA Headquarters successfully revised an MOU to allow same-sex couples to apply for joint consideration in this year's transfer program. That MOU, as well as the affidavit that must be submitted in order to request such consideration, can be found in the "Transfer Program Resources" section at

READ ACROSS AMERICA -- Tuesday, March 2, is NEA Read Across America Day. This worldwide event (thanks to FEA members!) celebrates the birthday of Theodore "Dr. Seuss" Geisel and the joys of reading. Please remember to send a photo or two of your reading event to us at and to visit if you're still looking for last-minute ideas or materials to help you celebrate.

MOUs -- Newly signed Memoranda of Understanding between FEA and DoDDS have been added to the MOU listing on our Web site (or click on "MOUs" in the Quick Links option found in the right margin of our Web site). These MOUs cover implementation of the 9th Grade World History Course and implementation of Pre-K to 12th Grade English Language Arts (ELA) Curriculum Materials.

BOARD MEETING -- The FEA Board of Directors will be meeting here in Washington the week of March 15. As always, please let your Area Directors know of any issues you would like to have addressed by the Board.

TASK GROUP MEMBERS -- FEA has received numerous questions from our members about the make-up of the various task groups formed by DoDEA. A complete list of these task groups and their members is available to FEA members.
