RE: FEA President's Report
DATE: December 5, 2018
As of this writing, staffing documents have still not been shared with the Association or at the school level. FRS's: please make sure your principal notifies you as soon as the documents arrive.
As we have noted in our recent update, DoDEA is currently reviewing the budget in light of potential budget cuts to the DoD and DoDEA budgets, so no decisions have been made on the transfer program. FEA maintains that a fully funded transfer program should be a priority for DoDEA and we will keep members informed of any news concerning the program.
If you have submitted for your RAT reimbursement but still have not received payment, please let your Association leaders know so that they can forward your name and information up the chain and FEA can pursue these outstanding claims with DoDEA HQ.
VACANCIES AND SUBSTITUTES
For two years now, many of our schools have suffered with vacant teacher and Para educator positions as well as a shortage of substitutes. These vacancies and shortages negatively impact our educational programs and the instruction of our students. In some cases, pulling teachers out of classes for training has exacerbated these problems. FEA has once again notified DoDEA of these concerns. DoDEA must do a better job of filling positions and hiring sufficient subs. FRS's: please keep your Division Reps/Country/Local Presidents informed if your school is still experiencing problems with subs or continuing vacancies.
FEA, through NEA, continues to work to find relief for those employees and retirees who moved this calendar year and who are impacted by the new tax laws. FEA has also continually asked DoDEA to keep employees informed of how employees will be impacted but so far they have not been forthcoming with information. Senators Mark Warner and Tim Kaine, both of Virginia, recently wrote to the head of the Government Services Administration, calling for agencies to do a better job informing employees about assistance programs such as Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA). The Senators, acting on information supplied to them by NEA Government Relations, specifically cited DoDEA employees as a group in need of such assistance. You can read FEA's most recent update on the tax situation here.. As soon as we know more, we will get information out to you.
Please remember that Open Season for the FEHB plans closes December 10th!
We are now finalizing the December issue of the FEA Journal which will contain information about the Upcoming election for FEA At-Large officers. It will be mailed to members next week.
