Focus on the Contract: This week's Focus on the Contract centers around Article 10, Involuntary Reassignment. Article 10, states the following: The need to effect a reassignment is a right retained by the Employer. While involuntary reassignments shall be kept to a minimum, pursuant to the Employer's education mission, it may become necessary to involuntarily reassign a unit employee either from one school location to another school location or from one assignment in one grade/subject area to another grade/subject area with different qualification standards from the grade/subject area currently being taught. Whenever possible, and if time permits, the Employer shall accomplish such reassignment through the use of qualified volunteers. Whenever qualified volunteers are not available, an individual may be selected for involuntary reassignment with as much advance notice as circumstances warrant. The written notice for involuntary reassignment will contain the following as a minimum:
Reasons(s) for the reassignment;
Why the unit employee was selected;
An opportunity for the individual to give reasons why he/she should not be reassigned.

Summer Storage in Lieu of LQA: I have received several requests for information regarding storage of HHG during the summer recess instead of receiving LQA. Below are links to the information needed for those of you interested in this option.

Chapter 5, Part D, Section 4 is where you find the regulation. Page 347 (of the PDF) shows information specific to DoDDS employees.

Some important points with this entitlement:

1. If it's a RAT year this can be done on RAT orders, if not, separate orders should be generated for this purpose.

2. Work with TMO to schedule pick up/drop off dates.

a. Date must be after school ends.
b. Goods must be in storage for min. 30 days
c. Drop off must be before school begins.

3. After the dates are set, go into DAPS and terminate LQA. Use remarks to indicate HHG storage in lieu of LQA.

4. DLA should send a memorandum of understanding.

5. Restart LQA after drop off of goods.

FEA Europe Election: Very soon FEA members in Europe will be asked to participate in the election for FEA Local Elections, to include positions as Division Representatives and Delegates to the annual NEA Representative Assembly. Election materials will be sent to your school FRS by the end of January. FEA encourages all members to exercise their right to vote. When you receive it, please read all election information carefully and if you have any questions, please contact your District Representative.

National Endowment for the Humanities: Attached is information from the National Endowment for the Humanities, describing Summer 2014 opportunities for Educators to direct programs in the Arts. The NEH is welcoming proposals for Summer Seminars, Institutes, and Landmarks Workshops. Please note the deadline to apply to direct a summer program is March 4, 2014.
